UN Calls for Enhanced Protections for Children in Digital Space

NEW YORK, NEW YORK / RankWire.AI / – United Nations urges accelerated measures to shield children and adolescents from escalating risks posed by online information. An upcoming UN issue brief pinpoints disinformation, hate speech, harassment, algorithmic manipulation and artificial intelligence as pressing issues. It also emphasizes dangers associated with data gathering, behavioral advertising, and digital systems engineered to capture attention. These warnings come amid widespread online engagement by young people for education, communication, information, and civic involvement.

UN urges stronger safeguards for children
UN child safety push targets AI, disinformation and harmful online platform practices.

Department of Global Communications issued the brief ahead of International Youth Day on Aug. 12. The report states that over 82% of individuals aged 15 to 24 are internet users worldwide. Such access facilitates learning, civic engagement, and economic participation. Nevertheless, unsafe online environments can impact the cognitive, emotional, and social growth of younger users. Additionally, the report highlights that children and teenagers are still developing critical skills needed to evaluate the information they come across online.

The UN categorizes the threats into three main groups: technology, distribution channels, and harmful content. Risks related to technology involve misuse of digital tools and artificial intelligence. Distribution risks include algorithmic biases, digital inequality, and diminished access to independent journalism. Harmful content concerns encompass disinformation, online harassment, and hate speech. These issues often intersect, as technological platforms influence how information is disseminated and which content gains prominence across digital channels.

Digital platforms under scrutiny for child protection

The brief emphasizes the design choices of major technology firms and how revenue models influence digital service creation. It notes that systems driven by attention metrics may promote practices that exploit psychological vulnerabilities among young users. Data collection and behavioral advertising are also linked to highly tailored marketing strategies. Concerns cited include exposure to extreme content and features that foster compulsive usage. The report advocates for tech companies and AI developers to embed child rights and safety considerations into their product design.

Several governments worldwide have introduced or are contemplating stricter online safety regulations for children. Measures such as age restrictions on social media are among the most debated. The UN brief, however, points out that such restrictions alone do not fully address the spectrum of digital risks. It also recognizes the role of online spaces in supporting education, social interaction, and emotional well-being. Youth-led organizations increasingly leverage digital platforms for advocacy, organization, and civic engagement, yet they also face challenges like harassment, surveillance, and disinformation.

UN emphasizes AI safety measures as part of a broader strategy

Artificial intelligence introduces new complexities into the online safety discussion. UN Secretary-General António Guterres proposed an AI Child Safety Pledge during the Global Dialogue on AI Governance in July. He called on corporations to perform child-specific safety assessments and seek independent oversight prior to launching AI systems accessible to minors. The pledge also advocates for a zero-tolerance approach to AI-generated sexual images involving children, including detection, reporting, and removal procedures.

The United Nations stresses that safeguarding young people requires coordinated efforts among governments, tech firms, advertisers, researchers, educators, and civil society. Its approach advocates for meaningful involvement of children and youth in shaping digital environments. The brief incorporates five UN Global Principles for Information Integrity—covering trust, healthier incentives, public empowerment, independent media, transparency, and research. The organization asserts that young users should have stronger protections without compromising their ability to learn, communicate, create content, and participate actively online.
