    UAE and Germany forge stronger economic ties through €40 billion investment initiative

    BERLIN, GERMANY / RankWire.AI / – During a state visit to Berlin, the United Arab Emirates and Germany announced the launch of a Strategic Dialogue and agreed to create a bilateral Investment Council. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz witnessed the unveiling of 12 government-level accords, memoranda, and declarations. These agreements encompass sectors such as investment, energy, technology, aviation, security, legal cooperation, environmental issues, data systems, and culture. They serve to broaden the framework of the longstanding UAE-Germany Comprehensive Strategic Partnership, established in 2004.

    The newly formed Strategic Dialogue aims to coordinate collaboration on regional security, defence, trade, investment, energy, climate initiatives, digital transformation, transportation, education, and emerging technologies. Both nations also signed a declaration of intent to set up the German-UAE Investment Council, which will serve as a platform for public and private sector engagement on investment opportunities. Additionally, officials renewed the Joint Economic Committee, creating another formal avenue for bilateral economic and commercial discussions.

    Among the government agreements are new provisions for air transport access for UAE national carriers at Berlin Airport. The accords also include cooperation on passenger procedures, crime prevention, and mutual legal assistance in criminal cases. Separate documents cover defence and security collaborations, environmental policies, data hosting, and information systems. Both countries also committed to further expanding energy cooperation and signed a memorandum on cultural collaboration.

    €40 billion investment package significantly boosts economic ties

    The visit culminated in a UAE investment package worth 40 billion euros directed at Germany. This package focuses on developing digital infrastructure and establishing new data centres with an approximate capacity of 1 gigawatt. Additionally, UAE and German firms signed 29 commercial agreements and memoranda valued at over 9.356 billion euros. These commercial deals complement the government agreements announced during the visit, enhancing the economic dimension of the bilateral discussions.

    Trade and investment figures highlight the strength of existing economic relations, with UAE-Germany non-oil trade reaching $15.5 billion in 2025, reflecting a growth of more than 14% from the previous year. Cumulative investment flows from 2021 to 2025 exceeded $10 billion. The two governments also acknowledged ongoing negotiations aimed at establishing a comprehensive trade agreement between the UAE and the European Union.

    Expansion of energy, tech, and transportation collaborations

    The investment agenda includes additional corporate projects involving Covestro, RWE, ADNOC, and Masdar. Current UAE-related investments in Germany include XRG’s approximately 15 billion euro investment in Covestro. Both nations identified liquefied natural gas, renewable energy, and hydrogen as key sectors for continued energy cooperation. Their agreements also cover digital infrastructure, artificial intelligence, and other advanced technological fields as part of the overall bilateral partnership.

    Running from September 9 to September 11, the visit marks the first time a UAE president has undertaken a state visit to Germany. Discussions in Berlin also focused on economic cooperation, technological innovation, energy, cultural exchange, education, and regional issues. The Strategic Dialogue, Investment Council, and the accompanying agreements establish new formal channels for managing bilateral cooperation. The measures announced during the visit span government policy, investment initiatives, private-sector deals, transport infrastructure, and major projects.
