The newly signed implementation deal marks the transition of the Infrastructure for Resilience, Interconnectivity and Security by Satellite (IRIS²) program from planning stages to full-scale industrial rollout. This formal agreement increases the planned satellite fleet to 348 spacecraft to bolster sovereignty, defense, and emergency response capabilities across member nations.

The implementation agreement specifies the schedule for satellite manufacturing, launch procurement, secure ground infrastructure development, and operational connectivity services. The schedule aims for initial satellite launches in 2029, allowing participating member states to gain early sovereign connectivity shortly thereafter.

    This enlargement of the satellite constellation responds directly to increasing security concerns and evolving defense operational needs across Europe. The updated design upgrades the core satellite hardware and introduces an additional layer of 66 low Earth orbit satellites dedicated to defense agencies, national security, and emergency responders. Technical evaluations indicate that this expansion will boost secure governmental communication capacity by 60 percent within EU territory and by 54 percent worldwide, enhancing regional capabilities during complex emergencies and critical infrastructure crises.

    EU Commission Executes Contract to Broaden IRIS2 Satellite Network

    The SpaceRISE consortium, responsible for the main development and 12-year operational concession, includes leading European satellite operators such as SES, Eutelsat, and Hispasat. Implementation for the public sector is closely coordinated with the European Space Agency, which offers engineering support and launch management. Industrial manufacturing involves a broad network of European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecommunications providers Orange and Deutsche Telekom.

    Funding for the expanded satellite infrastructure relies on a public-private partnership model, combining EU budget allocations, national government contributions, and private investments from consortium members. Member states have already begun formalizing financial commitments for deployment from 2028 through 2034. Official records show Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced capital investments ranging from 1.6 billion euros to 2 billion euros, with further national funding negotiations ongoing.

    Technological Upgrades Enhance Governmental Secure Communications by 60 Percent

    The expanded network will also serve non-EU countries including Norway and Iceland through specific administrative agreements. As the third major space initiative of the European Union after Galileo and Copernicus, IRIS2 aims to provide high-quality, tamper-proof communication services for public authorities and bridge digital divides in remote regions. The integrated system will employ military-grade encryption standards across dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical signal disruptions.

    As manufacturing ramps up across European industrial facilities, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbital tests. The signing of this agreement ensures the EU’s commitment to expanding IRIS2’s satellite constellation, supporting long-term strategic autonomy. This will establish a resilient, European-controlled orbital asset capable of enhancing civil protection, defense efforts, and commercial digital services in the decades to come.
