Throughout the event, the Office of the U.S. Trade Representative has scheduled ministerial sessions over both days, complemented by meetings and industry-specific activities in Milwaukee.
India stated that it aims to promote an open, transparent, and non-discriminatory multilateral trading system centered around the World Trade Organization. The government emphasized the importance of maintaining policy flexibility for developing economies. Goyal is expected to hold bilateral meetings with other participating ministers on the sidelines, focusing on opportunities for farmers, fishermen, women entrepreneurs, startups, small businesses, and various enterprises engaged in domestic and international trade.
Trade negotiations regain focus
The India-U.S. trade talks build upon a joint framework announced in February for a provisional agreement on mutually beneficial trade. That framework reaffirmed ongoing negotiations for a more comprehensive Bilateral Trade Agreement. It outlined commitments on tariffs and market access for industrial goods and various agricultural products. Additional areas of discussion included medical devices, information and communications technology, standards, and supply-chain cooperation. Both governments continue to work toward finalizing the interim agreement within the broader scope of bilateral negotiations.
Goyal’s U.S. visit extends from September 29 to October 5 and encompasses more than just the G20 meeting. He plans to meet with business leaders and investors in Milwaukee and Chicago, representing sectors such as manufacturing, consumer goods, agribusiness, retail, and technology. The schedule also includes roundtable discussions with startups and other companies. In Chicago, the minister will engage with professional associations representing the Indian community and participate in scheduled commemorative events during his stay.
G20 agenda emphasizes supply chains and capacity issues
Milwaukee’s program features a Global Forum on Steel Excess Capacity on September 30, with G20 ministers also touring a Rockwell Automation facility before the official opening that same day. Additional ministerial sessions are scheduled for October 1. The United States holds the G20 presidency in 2026. U.S. officials have identified forced labour, excess capacity, food trade, and the Most-Favoured-Nation principle as key topics for discussion at the summit.
India and the United States began negotiations for a broader bilateral trade agreement in February 2025. The February 2026 framework maintained those discussions while establishing the groundwork for an interim arrangement. Goyal’s talks in Milwaukee are part of this ongoing process. His meetings with U.S. counterparts aim to advance the bilateral agreement and finalize the interim deal outlined in the joint framework.
